Throughout her distinguished career, Neale has led a variety of programs, ranging from enterprise-wide planning to supporting diversity and inclusion efforts, all in keeping with Virginia Housing's fundamental objective of increasing access to affordable, high-quality housing alternatives for Virginians. Since joining the agency as a post-closing paralegal in 1985, Neale has played a critical role in establishing Virginia Housing's strategic direction, tirelessly converting its vision and goals into workable plans. Her many responsibilities at the firm have included Strategic Planning Leader, Managing Director of Human Resources, Managing Director and Chief Learning Officer, and Chief of Staff.

Neale expressed thanks for the chance, saying, "I am honored to be chosen to continue the exemplary work of Virginia Housing. I believe that a home gives you a sense of purpose and place. Since I have a strong sense of servant leadership, working in affordable housing grants me the ability to make a difference and give back."

Board Chair Thomas A. Gibson praised Neale's extensive knowledge and experience, highlighting her strong support for fair, sustainable housing, strategic planning, and workplace inclusiveness and diversity. "Following a comprehensive countrywide search that resulted in her selection as the most qualified and inspirational candidate, the board is confident in Neale's ability to promote Virginia Housing and its purpose," he said.

In addition to her responsibilities at Virginia Housing, Neale serves on several boards dedicated to expanding economic and housing opportunities, including the Local Advisory Committee for Hampton Roads, the Virginia office of the Local Initiatives Support Corporation, and the Virginia Council on Economic Education. A proud University of Richmond alumna, Neale has made significant contributions outside of her professional field.

Virginia Housing, established in 1972 as the Virginia Housing Development Authority (VHDA), seeks to reshape the living experiences of countless Virginians by investing in the transformational power of housing. The company has worked with public and private institutions for the past five decades to ensure that Virginians have access to high-quality, affordable housing. Virginia Housing operates without state taxpayer assistance, relying on capital market investments to provide first-time homeowners with mortgages as well as finance for rental developments and community revitalization initiatives.
